Continuous Improvement Monitoring Process

Overview

In 2000, Minnesota's Department of Children, Families, and Learning launched an ambitious, ongoing self-assessment of the State's special education programs. As a member of Hiawatha Valley Education District, a regional special education services cooperative based in Winona, the local school district member voluntarily participates in the review of its special education program's effectiveness and local compliance with federal and state mandates. Since students, parents, teachers, and administrators all hold a stake in the outcomes, all participate in the program improvement.

Our Mission

The mission of our special education programs is to provide opportunities so that learners will reach their maximum potential as independent, successful, productive adults. We will meet that challenge as we assess program compliance and effectiveness through ongoing program review.

CIMP Components

Our program review consists of two distinct components:

1. Monitoring the local special education program to assure compliance with Federal and State Special Education law.

2. Evaluation of the local special education program's effectiveness, targeting such issues as reading skill attainment, transition planning, and emotional-behavioral issues.

The two-pronged approach to self-review assures all stakeholders of a solid, effective, and well-balanced program that meets all federal and state mandates.

Local Districts' Responsibilities

The local districts annually report their review data and update their activity plan for State approval. Corrected compliance measures are reported to the State for final approval.

Our Commitment

Our local school district members have made a firm commitment to make our good schools even better. We are committed to examining teaching practices and learning methods and analyzing their effectiveness. Finally, we are committed to changing our methods to allow our students to enjoy even more success in learning.
